James,

I have a programming setup and I should have the cable for this radio.  
I can check it out for you and tell you what you have.

You should find out what you need before you start buying additional 
parts.  There are a lot of ways to get burned buying radios.  Right now 
there are many radios for sale at full price, which are worthless for 
you, because of forthcoming rule changes.

The questions that you posed suggest that should get advice from the 
county radio shop.  It is their system and their license.  If something 
goes wrong because a used radio malfunctions, or does not line up with 
their technical practices, it will all be on you.  The county could be 
fined or your colleagues' communications could be disrupted.  If you 
cannot find a contact at the county, your captain will tell you.  If the 
county owns the same model radios probably they will program it for you 
for free.  If not they will direct you to a party who they are 
comfortable with to do this work for you.

If you get a list of technical details from the county radio admin, and 
operating permission, I'll set you up.
