 VDOT sends all hazmat transportation related questions to this guy:

 The phone number for VDOT is 804-786-2848. I would call them myself, but I
don't get any signal in this building, and the phone on my desk doesn't do
long distance. Gotta love the government.

 From what I've been able to discover (I've mainly been looking at federal
regs) David is right. We wouldn't be even remotely close to the amounts
required for placarding or registration etc... Mr. Sedillo may say
differently however.
 The only things that might bug The Man is transporting through the tunnels.
Understandable.
