Plus Verizon doesn't have to give competitors access to the FIOS plant 
like they do with the copper plant. I think in new neighborhoods Verizon 
was trying to leave the copper out.

Also there was a bunch of money that was collected by telcos I believe to 
build the FTTH / FTTP networks that they just sort of kept.
